Well, it's your party and you can pretty much do anything you want, but here is my two cents anyway.
First, decide on what type of ratio of people you want. Couples vs ladies vs guys.
Now that in itself could be quite a bit of work, so you'll need maybe put your figures into some sort of excel format so that it is interactive, and you can just change certain things and then it will pop out the answer for you. Figuring out the formulas to use will be tough, but use past experience as a guide.
After the ratio is finally settled on, you need to determine if you have enough applicants to fill the various spots (couples, ladies, guys). If you don't have enough applicants in a certain category, it's easy, invite everyone from that category that has applied. You may find that you don't have enough ladies that are interested versus couples and guys so then invite all the ladies.
My bet is that you won't have enough guys applying. Generally guys are pretty shy about this sort of thing and are often overlooked simply because of their shyness.
When you look through some of the other groups and posts you will see the comment "I'll fuck you babe" (or similar to that), what you are actually looking at is a shy, sensitive guy that just has problems expressing his feeling.
What's my point in this regard, it's not the size (of the response) that matters, it's how you use it. So maybe you'll want to invite all the guys that say they are interested.
You may want to apply a factor for past experience and attendance as well. Certainly these have to count for something. Folks that have made the effort to attend in the past need to know that it counts for something. Sort of a pat on the back just for showing up.
Performance is also important. If people show up and really aren't giving their best, or simply seem disinterested, maybe it's time that you decided that they skip a party or two. My rational is that they are probably thinking to themselves, "oh yeah, another 15-20 people to have fun with. This is getting to be the same old same old. I wish just once we could do this in a big vat of jello". Of course that might not be what they are thinking, but it is what I imagine them to be thinking.
So once you've assigned a value to attendance and performance, you can also plug that into your spreadsheet.
Then you'll need to input everything into the spreadsheet, by category, listed alphabetically then sorted by attendance and performance.
When all is done, decide on the final number of invitees.
Finally, when the spreadsheet is all printed you will need to hang it on a wall. Take one dart, and standing approximately 8 feet away (7 feet 9 1/4 inches to be exact), throw it an equal number of times as to the number attendees that you have decided on. Each hit on the spreadsheet with the dart will ensure an invite.
If perchance, you were to strike a name twice before reaching your final number of attendees, that person's name should be given a "bye" to an upcoming part. That is, they are automatically invited.
